The Lagos Promise, Ìlérí Èkó, By Dr Obafemi Kadri Hamzat Manifesto

The Lagos State All Progressives Congress (APC) governorship candidate, Dr. Kadri Obafemi Hamzat, will unveil his manifesto for the 2027 governorship election on Friday, October 30, 2026, at the National Theatre, Iganmu, Lagos.

The event, scheduled for 3pm, is expected to present Hamzat’s policy direction and development priorities ahead of the 2027 election.

According to the Director-General of the campaign, Senator Musiliu Obanikoro, the manifesto is anchored on two central principles: continuity of shared progress and inclusivity.

Obanikoro explained that continuity should not be interpreted as simply repeating past policies but as preserving successful programmes, addressing areas requiring improvement and building on existing achievements.

“The future of Lagos is too important to be left to chance. Continuity is not doing the same thing because it was done before. It is protecting what works, correcting what needs improvement, and building on existing progress,” Obanikoro said.

The proposed manifesto outlines eight major pillars covering transportation, housing and infrastructure, security, healthcare, education and human capital development, environmental management, youth empowerment and technology, as well as governance and economic growth.

Transportation and infrastructure take centre stage

Under the transportation pillar, Hamzat is expected to prioritise the completion and integration of the Blue and Red rail lines, alongside improvements to the Bus Rapid Transit system and water transportation.

The plan also proposes the deployment of more buses and ferries to expand public transport options and ease traffic congestion across the state.

On housing and infrastructure, the APC candidate is expected to focus on affordable housing for low and middle-income residents, decentralised road maintenance across all local government areas and the continuation of major infrastructure projects initiated under Governor Babajide Sanwo-Olu, including the Opebi-Mende Link Bridge project.

Security and healthcare

The security pillar proposes strengthening the Lagos Neighbourhood Safety Corps and community-based security structures, supported by technology-driven surveillance systems, including closed-circuit television cameras and drones.

The campaign's position is that no community should become a safe haven for criminals.

In healthcare, the manifesto is expected to prioritise the upgrading of primary healthcare centres across all 57 local government areas and local council development areas in Lagos State.

It also proposes expanding access to affordable health insurance and improving the welfare of healthcare workers to strengthen service delivery and staff retention.

Education, environment and human capital development

Education and human capital development form another major component of the proposed agenda.

The manifesto is expected to focus on improving the quality of public education, providing textbooks and school meals, upgrading vocational training centres, expanding information and communication technology training and offering scholarships to indigent students.

On environmental management, Hamzat is expected to propose the deployment of more than 150 new Lagos Waste Management Authority trucks, alongside improved drainage maintenance, flood control, measures to address coastal erosion and initiatives designed to convert waste into economic opportunities.

The environmental agenda is expected to address persistent waste management and flooding challenges affecting several communities across Lagos.

Youth empowerment, technology and job creation

The youth and technology pillar seeks to position Lagos as a leading technology hub in Africa through support for start-ups, innovation, artificial intelligence and technology education.

The proposed agenda also includes job creation, support for small and medium-sized enterprises and the development of the entertainment and creative economy.

Inclusivity is presented as a central consideration, with the campaign promising an approach that does not exclude residents on the basis of tribe, religion, gender or place of origin.

Governance, taxation and economic growth

Under the eighth pillar, Hamzat is expected to pursue more transparent reviews of public-private partnerships, strengthen support for traders and micro, small and medium-sized enterprises, and increase internally generated revenue without placing excessive tax burdens on low-income residents.

The manifesto is also expected to feature a costed implementation framework covering the first, second and third years of the proposed administration.

The framework is intended to provide measurable priorities and a basis for assessing the feasibility and delivery of the campaign's promises.

However, the extent to which the proposals will translate into specific budgetary commitments, implementation timelines and measurable outcomes is expected to become clearer when the full manifesto is unveiled.

Who is Kadri Obafemi Hamzat?

Hamzat, a former Lagos State deputy governor, is being presented by his campaign as an experienced administrator with a background in engineering, finance and public service.

He holds a PhD in Systems Engineering from Cranfield University in the United Kingdom, reportedly obtained at the age of 28, and has professional experience associated with international financial institutions, including Merrill Lynch and Morgan Stanley.

He has also served three times as a commissioner in Lagos State and spent six years as deputy governor.

His campaign is expected to use the manifesto unveiling to demonstrate how his professional background and experience in government would shape his plans for Lagos if elected governor in 2027.

The unveiling will provide an opportunity for voters to assess the proposed policies, their implementation framework and how they address the state's growing transportation, infrastructure, security, environmental and economic challenges.
