Rep Whingan Appeals to SGF Akume for Reconstruction of Abandoned Badagry–Seme Section of Lagos–Badagry Expressway

The Member of the House of Representatives representing Badagry Federal Constituency, Hon. Sesi Oluwaseun Whingan, has called on the Secretary to the Government of the Federation (SGF), Senator George Akume, to urgently prioritize the reconstruction of the Badagry Roundabout to Seme Border section of the Lagos–Badagry Expressway.

Whingan made the appeal on Tuesday during his goodwill message at the opening ceremony of the 13th Mandatory Training Programme for Chief Executive Officers of Federal Government Agencies and Parastatals, held at the Administrative Staff College of Nigeria (ASCON), Topo-Badagry.

Sen. (Dr.) George Akume, was represented by Professor Simeon Ákáyà from University of Lagos. 

In his remarks, the lawmaker commended ASCON for its decades-long contributions to national development and leadership training, describing the institution as a “beacon of excellence” that has brought pride to Badagry and Nigeria at large.

He, however, expressed concern over the deplorable state of infrastructure within his constituency, noting that the unfinished portion of the Lagos–Badagry Expressway has become one of the biggest challenges facing the people of Badagry.

“I appeal to you, distinguished SGF, and our newly appointed CEOs to prioritize the rehabilitation of the Badagry Roundabout to Seme Border road, which remains a critical ECOWAS trade corridor and Nigeria’s busiest land border route,” Whingan said.

He lamented that despite the successful reconstruction of the Agbara–Badagry Roundabout section during the tenure of former Minister of Works and Housing, Babatunde Raji Fashola (SAN), under President Muhammadu Buhari’s administration, the remaining stretch leading to Seme has deteriorated into a state of disrepair, stifling trade and discouraging investment.

Whingan also decried the proliferation of checkpoints between Mile 2 and Seme, noting that although the number had been officially reduced to two, many illegal points still exist — causing traffic delays, extortion, and damaging the country’s image along the international corridor.

He urged the Federal Government to adopt modern, technology-driven border management systems such as geospatial surveillance and real-time analytics to enhance security while facilitating smoother movement of goods and people.

Highlighting Badagry’s enormous tourism potential, the lawmaker emphasized the need for infrastructure renewal to unlock the area’s full economic value.

“From the Point of No Return to the Badagry Heritage Museum, our town tells a global story of resilience and history,” he noted. “With the completion of the expressway and improved border access, Badagry can become one of Africa’s premier tourism destinations, creating jobs and boosting revenue for Lagos State and Nigeria.”

Whingan praised ASCON for its continued role in promoting leadership, governance reform, and cultural heritage, adding that its presence in Badagry has fostered local employment and inclusive growth.

He concluded by urging the participants of the training programme to see leadership as a tool not just for policy implementation but for community revitalization and nation-building.

“Leadership extends beyond boardrooms. It revitalizes communities like Badagry, preserves our culture, and builds infrastructure for prosperity. Let us work together to ensure ASCON’s legacy and Badagry’s potential endure,” he said.

The event, attended by top government officials, including representatives of the SGF and the Head of the Civil Service of the Federation, underscored the Federal Government’s commitment to strengthening leadership capacity across ministries and agencies in line with President Bola Ahmed Tinubu’s Renewed Hope Agenda.
