N6bn Gbaji Owode Apa Road Delay Not Due to Lawmaker, Whingan’s Media Aide Clarifies

Amid growing public concern over the abandoned reconstruction of the N6 billion Gbaji Owode Apa Express Road, the Media Aide to Hon. Sesi Oluwaseun Whingan, Member of the House of Representatives for Badagry Federal Constituency, Mr. Olamilekan Quadri, has provided clarity on the situation, stressing that the setback has nothing to do with the lawmaker.

The lawmaker representing Badagry Federal Constituency in the House of Representatives, Hon. Sesi Oluwaseun Whingan, earlier this year announced the successful approval of a ₦6 billion budgetary allocation in the 2025 budget for the Gbaji–Owode–Apa Road.

This marked a significant shift from previous years, when allocations for the project had peaked at ₦200 million. The development sparked excitement among communities affected by the poor condition of the road for more than a decade.

The contractor later mobilised to site but subsequently abandoned the project again due to the non release of the ₦6 billion by the Federal Government.

Responding to comments on a post by Badagry Talks Online TV regarding the abandoned road despite the ₦6 billion budgetary allocation in the 2025 budget, Mr. Quadri explained that the contractor handling the road project is well known within the axis and has been in constant engagement with key stakeholders

According to him, the contractor is not a stranger to the Gbaji Owode Apa corridor, adding that notable party leaders and concerned community youths are familiar with him and have held several discussions regarding the project.

Mr. Quadri further addressed insinuations suggesting that funds allocated for the road may be in the custody of the lawmaker. He categorically dismissed such claims, noting that funds for federal road projects are not paid to legislators.

He explained that once funds are released, they go directly from the Federal Government through the Ministry of Works to the contractor, not to Hon. Sesi Whingan or any other legislator. As at now, he said, the Ministry of Works is yet to release funds for the continuation of the road construction.

The media aide disclosed that Hon. Whingan has continued to lobby relevant authorities to ensure the release of funds, describing the lawmaker’s efforts as consistent and deliberate. He appealed to residents and stakeholders to support the process by drawing the attention of the appropriate offices, noting that collective advocacy would carry more weight.

Mr. Quadri also recalled that upon assuming office, Hon. Whingan made a personal commitment to see the Gbaji Owode Apa Road constructed, describing the N6 billion allocation as clear evidence of his seriousness and dedication to Badagry’s development.

Nothing is hidden, Mr. Quadri said, adding that as things stand, constituency projects have not commenced for the vast majority of federal legislators nationwide due to funding delays. He reiterated that whenever funds are eventually released, they will be paid directly to contractors, in line with standard government procedures.

Residents and supporters have commended the swift response and detailed clarification, describing it as timely and reassuring. Many also acknowledged the ongoing efforts of Hon. Sesi Whingan in pushing for critical infrastructure in Badagry.

As anticipation continues to build, stakeholders have expressed hope that the Federal Government will do the needful by releasing the funds so that work on the long awaited road project can commence without further delay.
