Sanwo-Olu Launches Free E-Learning Platform, Books for Lagos Public Schools

Governor Babajide Sanwo-Olu has launched a new e-learning platform and free academic materials for pupils and students in public primary and secondary schools across Lagos State, marking a major milestone in the state’s Human Capital Opportunities for Prosperity and Equity initiative.

The launch took place on Thursday at Lagos House, Marina, during a public sensitisation programme and presentation of Lagos State’s Significant Strides, organised by the Ministry of Economic Planning and Budget.

The initiative, popularly known as HOPE, is supported by the World Bank and was introduced in 2025 to address long-standing gaps in education, healthcare and governance.

Under the new phase of the programme, the Lagos State Government will provide free literacy and numeracy books to all pupils in Primary One to Primary Six. Students in Junior Secondary School One to Three will also receive free literacy, numeracy and science textbooks.

Beyond the distribution of learning materials, the newly launched digital platform is expected to improve access to modern education tools and strengthen learning outcomes in public schools across the state.

Speaking at the event, Governor Sanwo-Olu said Lagos had already recorded major gains in the education sector through the HOPE initiative. According to him, the state has constructed and rehabilitated more than 1,000 classrooms, expanded digital learning opportunities and recruited thousands of teachers.

He added that the government has also continued to invest in the training and retraining of teachers to improve the quality of education in public schools.

“Our administration remains committed to ensuring that every child in Lagos has access to quality education and the tools needed to succeed,” the governor said.

Sanwo-Olu also highlighted achievements recorded in the healthcare sector under the initiative. He disclosed that Lagos now has more than 330 functional Primary Healthcare Centres, many of which have been upgraded or rehabilitated.

According to him, the state has expanded health insurance coverage, recruited more medical personnel and invested heavily in modern medical equipment and digital health systems.

The governor pointed to the ongoing construction of the Massey Children’s Hospital as one of the state’s flagship projects, noting that it would improve access to specialised healthcare for children.

He also said programmes such as the distribution of Mama Kits are helping to improve maternal and child healthcare while reducing the financial burden on families.

On governance reforms, Sanwo-Olu said the state has strengthened transparency and accountability in the management of public resources.

He explained that the HOPE-GOV component of the programme has improved budget credibility, fiscal discipline and performance tracking, including at the local government level.

According to the governor, the reforms are designed to ensure that government spending produces visible and measurable results for residents.

“We are not only investing in critical sectors, we are ensuring that these investments are efficiently managed, transparently monitored and translated into real benefits for the people,” he said.

Chairman of the House Committee on Economic Planning and Budget, Hon. Olumoh Saad Lukman, commended the governor for his commitment to education and human capital development.

He cited the newly completed Tolu Schools Complex in Ajeromi-Ifelodun as one of the most visible examples of the government’s investment in education.

The facility, which consists of 36 schools in the Ajegunle area, was described as a modern learning environment equipped with quality infrastructure.

Lukman called on development partners and stakeholders to visit the area and witness the transformation.

Also speaking at the event, World Bank representative Akin Onimole said independent assessments of the programme had shown that Lagos State was delivering quality results.

He noted that the audits revealed improvements in procurement processes, project execution and the overall use of public funds.

Similarly, UNICEF representative Celine Lafoucriere described Lagos State’s progress as a strong example of what can be achieved when there is political will and effective implementation.

She said the success of the reforms demonstrates that policies can bring real benefits to citizens when they are properly executed.

Commissioner for Economic Planning and Budget, Ope George, said sustained investment in human capital remains vital to the state’s long-term economic growth and social stability.

He stressed that the government would continue to prioritise education, healthcare and good governance as part of its broader development agenda.

The launch of the e-learning platform and free academic materials is expected to benefit thousands of pupils and students across Lagos, while further deepening the state’s drive towards inclusive and quality public service delivery.
